About DIFA

The Deaf International Football Association (DIFA) is the world’s leading governing body for deaf football, futsal, and beach soccer.

DIFA is an internationally recognized organization dedicated to the global development, regulation, and promotion of deaf football and futsal. Its core mission is to expand participation worldwide, organize international competitions across all age categories, and strengthen cooperation with major football stakeholders, including FIFA, as well as regional and national associations.


Foundation and Governance

In response to the rapid global growth of deaf football, DIFA was officially founded on 14 June 2010 in Geneva, Switzerland. From its inception, DIFA established a working relationship with FIFA, reinforcing its role within the international football ecosystem.

In September 2018, DIFA was also registered in Moscow, Russia, further strengthening its institutional presence.

DIFA’s highest governing authority is the Congress, which convenes every four years. The organization’s daily operations are managed by the Executive Committee, ensuring effective governance and strategic development.


Competitions and Development Activities

DIFA organizes and oversees a wide range of international competitions, including:

  • Men’s and Women’s World Cup
  • Youth and Junior tournaments
  • Futsal and Beach Soccer competitions

Beyond competitions, DIFA plays a key role in developing football worldwide by:

  • Supporting infrastructure and development projects
  • Providing technical expertise to member associations
  • Training coaches, referees, and players
  • Promoting football and futsal among youth

Historical Significance of Deaf Football

Football holds a unique and historic position within the deaf sports movement, being one of the oldest disciplines represented in international deaf competitions.

Over the years, deaf football has experienced remarkable growth. Early international tournaments featured 16 participating teams, with over 50 teams competing in qualification phases, demonstrating the sport’s global reach and increasing popularity.

Women’s football has also developed significantly. It made its debut at the international level in 2008 in Patras, Greece, and has since grown into a highly competitive and structured discipline. Similarly, women’s futsal gained international recognition during the 2nd World Deaf Futsal Championships in Sofia, Bulgaria (2007).


Deaf Football Today

Today, deaf football is one of the most dynamic and widely practiced sports within the deaf community.

Major continental and world championships are regularly held across:

  • Europe
  • Asia
  • Pan-America
  • Africa
  • Ocianie

These events bring together teams from more than 70 countries, highlighting both the competitive level and the unity of the global deaf sports community.

Futsal, for both men and women, continues to grow rapidly, with an increasing number of international competitions and participants.

DIFA’s key priorities include:

  • Youth development, particularly in emerging regions such as Africa
  • Creation of educational resources in International Sign Langue
  • Organization of seminars and conferences for referees, coaches, and sports administrators

DIFA has played a central role in organizing major international events, including:

  • 24 November – 3 December 2017: Inaugural Deaf Futsal World Cup (U18), Bangkok, Thailand
  • 3–13 December 2022: Deaf Futsal World Cup, Kuala Lumpur, Malaysia (10 participating nations)
  • 23 September – 7 October 2023: Deaf Football World Cup, Kuala Lumpur, Malaysia (19 teams)
  • 15–20 April 2024: 100th Anniversary of Deaf Football (1924–2024), Deaf Football Summit, Haikou, China
  • 1–10 June 2024: U21 Deaf Futsal World Cup, Astana, Kazakhstan (10 teams)
  • 11–23 May 2026: U23 Deaf Football World Cup, Serbia

Future Outlook

DIFA continues to build an ambitious and forward-looking calendar:

  • May 2027: DIFA Futsal Club Cup (Russia or Serbia)
  • 19 November – 4 December 2027: Deaf Football Cup, Australia
  • 2026–2027: International seminars for coaches and referees

Rules and Standards

DIFA contributes to the development and implementation of the Laws of the Game in alignment with FIFA standards. These regulations govern all aspects of football, including match structure, player conduct, and disciplinary measures, ensuring consistency and fairness worldwide.
